1st meeting of the new TF HR., 8th of April 2014

2.       Welcome and introduction of participants

 

Kerstin Söderström:  clinical work, specially with children, also with children in Palaestina, practitioner, member of a psychologists association concerned with HR in Norway, concerned about  lobbying at the European Council of Human Rights  in Geneva

 

Polli Hagenaas, practitioner, clinical work, member of NIP,  concerned by in/exclusion, non-discrimination, trainer, working with the municipality, strengthens the fact that psychologists should be concerned about their social responsibility ( intervention in a symposium at ICAP, July 2014 in Paris)

 

Artemis Giotsa: practitioner, specially systemic psychotherapy, University teaching and research, scientific coordination of 8 programs about educating parents; special programs about vulnerable persons, detained persons, special groups (roma), groups with special needs.

 

Marlena Plavsic: practitioner, working with children, and with groups with special needs, roma, people traumatized from war, University teaching

 

Karin Teepe: practitioner, working with traumatized refugees and also with children having suffered from family violences. Training for national organization (FFPP)

 

Robertas Povilaitis: work with children ( necessity to reduce the population in infant homes, institutions which are not adapted to respect childrens needs for respect and dignity)and people suffering from mental health  affections, concerned by violations of HR, strengthening violation of HR in soviet countries.

          3. Agenda, etc

 

R.P. gives information about agenda.   The TF is created for 2 years, which means work has to be done until the GA, summer 2015.  Questions : how to construct this work, from initial aims, current questions, and proper representations of the members of the TF.

 

 

 

 

 

4. EFPA

 

R.P. gives a survey on EFPA:

 History, memberships (national psychologists associations, associated memberships), Activities of EFPA (representation, lobbying, congress every 2 years, scientific information, support for member associations e.g. adoption of laws on the national level). Sharing information: EMC (electronic member circulation) is as organized system, information is spread out by EFPA HQ. Missions and aims of EFPA: psychology is to be considered as an academic, scientific and professional mission; specially to our regards, EFPA contributes to shape a human society.

 

Organigramme: GA (general assembly) fixes the politics, PCM (presidents council meeting), EC (executive council meets every 2 months), EB (executive billet), OCN (operational support network by the HQ),  WG (working groups, boards, standing committees, task forces.

 

The Europsy certification has started. Special organization (EAC, S-NAC, TUAC). Budget of Europsy shall be separated from EFPASs budget. -   Now, the basic certification exists besides 2 specific certifications in psychotherapy, and organisational psychology.

For the work  of HRTF, links between boards and standing committees are recommended, specially with the board of ethics,  and SC Crisis and Disaster.

Questions: what was the initial intention of the GA, to create this HRTF?  Psychologists should articulate their ethical responsabilities and, on consequence, in questions of HR. The two fields overlap, but have proper specifities. Psychologists should also be educated about HR, which is not the case nowadays.  How can these issues be treated on an institutional level?

The  EC (executive council) recommends to set up a working plan, to be presented at GA 2015, and, also, to anchor  HR in EFPA.

Also, Tony Wainwright wrote a paper giving a survey on the problem: definition of the HR, principal texts, challenges, violation of HR ongoing.  The group is grateful for the paper, but decides first not to discuss this paper in detail, being preoccupied to find a way of constructing the themes.

 

Proposition: set up a cooperation with institutions and NGOs working in HR, specially cooperation with FRA (fundamental rights agency of the EU) in Vienna?   Set up a mapping of these institutions, and  see what cooperation can be useful for HRTF.  Also IRCT (International Rehabilitation Center for Torture Victims)?

Discussion, about the difficulty to make exist HR in the  mind. We talk about problems and we dont see how they  are based on HR. The group agrees about the necessity to inscribe  the questions / the references to HR in the meta-code. Where are HR mentioned  in the national codes, or in the statuts of national associations? 

KS : reference to HR is mentioned in the Norwegian psychologists association, and KS  proposes to send it to the group.

 

Proposition: send a letter to national member association, explaining the work and the aim of the TF, in order to ask if HR are mentioned in the codes?  KS can to do the draft and send it to the members of the TF.

Question: does EFPA  (Bo E) have the national codes?

Other theme: what are the specificities of the psychologists, when they are concerned about HR? (differences with institutions or NGOs working with victims of  HRs violations)  Problem: talking about HR leads easily to a juristic vocabulary, bound to the research of justice. What are the consequences for the victims of HRs violations? Use of vocabulary? (inclusion/exclusion)

This leads again to the necessity of inscription of HR in the codes; if this question figures in the code, this  will become a scope that opens to the possibility of official reactions, in the media, in training of psychologists, different statements.

Second reflection: if the national association does not have references to HR in the code, what are they concretely doing about that question?   Question also to be mentioned in the letter to the associations (KS has kindly  accepted to do the draft).

 

Other question raised: will it be possible to  help the Greek collegues to have the possibility to continue their participation and their work inside EFPA? The crisis has taken place inside  the European interdependencies. It should be good to share things, specially the financial aspect. How to get a funding  ? If one understands EFPA doesnt have proper budgets (see last financial reports), it should be interesting to think about scholarships, or inside EFPA foundationsthat help financing from the inside (possibility for the associations or individuals to finance such a foundation).

Leave the initiative of such a question to a national member association?  Write to the EC?  Two possibilities are left open.

KT proposes the draft of a letter to the EC.

 

Concrete problems about violation of HR, in EU countries:

-          In France, packing-up children with autistic spectrum

-          Participation of psychologists in torture chambers (twisting them between professional conscience and  the accusation not to be a good national

-          Letter to Uganda President, about the anti-homosexual-bill

-          Cage beds, in Czech Republic

-          Slovenia: project of a law in order to prohibit adoption of children by homosexual couples

-          OsloFilmfestival : Human Rights Human Wrongs

-          Workship in Utrecht, about participation of psychologists in torture PH gives the article by Jeroen Van GOOR Psychologists in the Torture Chamber.

-          Turkish psychologists association protests against police intervention at Takhsin place

To resume: in the countries, different practices and different consequences of violation exist.  What are the member organizations are doing? What good or bad practices, specially: what are the silent practices ?

 

Other theme:  Psychologists take part in television reality shows and give statements on mental health of participants, when recruiting, also help when participants get problems. No clear conclusion of  the ethics of their role.

Intervention of the HRTF to react on media , get an agenda to elaborate collected information, have a support group, share ideas. It may be necessary to get a legitimation of doing so, by an inscription of HR in the codes and  the meta-code.

7.Workplan

 

A template exists that shall be communicated to the members of the TF

Workplan goes until GA, 2015.

-          Ethical part:  inscription in the codes and the meta-code,  liaise with Bo E

-          Raise awareness in psychologists for HR ( educationof psychologists, conceptualize what is HR, how psychologists can contribute to HR, questions of in/exclusion, aim of well-being)

-          Participation of HRTF, at the symposium in Milano 7-10/7/2015

-          Participation of HRTF , at human rights day on 10/12

 

8.Calendar and place of meetings

 

Next meeting:  PH will do propositions with doodle system, and check with Sabine ability of rooms. May-be, next meeting can take place in Greece. Research of  travel budget(AG will check)

After the meeting, What has to be done?

- KT proposes the draft of a letter to the EC, about the possibility of funding the current expenses for the Greek collegues, so that they can continue their AFPA work.
